Summary/abstract:
  • Over the years, a growing concern had emerged among Department of Fire-Rescue personnel relative to the process utilized to rank candidates for promotion to company and command level officer positions. In essence, a somewhat subjective examination process was not measuring the type of knowledge and skills most important to the positions candidates were seeking. The task at hand then, was to conduct research and examine alternatives which could address the recognized deficiencies in the Department's promotional process. Likewise, chief officers were consulted for input, which facilitated a committee forum and provided involvement and problem solving among those involved. Clearly, both research and committee input resulted in receiving the message that revisions were needed within the officer promotional process. The first goal was to convince the Civil Service Board, the Department of Human Resources, and the City Manager that the written examination for all ranks involved should be compiled locally. The goal of this approach would be to measure for our Department's job-related skills, knowledge, and abilities instead of continuing to purchase National Fire Service promotional exams. The second goal was to completely overhaul and revise the Executive Review Board, which had slowly become a form of an assessment center conducted by certain chief officers of the Department. The task here was to remove the subjective aspects of the assessment, provide for objectivity over a wide range of requisite skills for each rank, and provide feedback to each candidate to further enhance career development. This final phase of the process was conducted immediately following the revised assessment center and served to provide important feedback not only to the candidates, but also to the entire Board. Finally, the Board encouraged candidates to share their impressions of each part of the process and how it could be improved.
