Summary/abstract:
  • The City of Yuma had been experiencing a rapid growth rate in respect to people and geographic size for several years and the rapid growth was being reflected into the needs of the fire department with respect to manpower and resources. This rapid growth was creating more positions of all ranks, as the city tried to keep up with the increasing demands that were created from such growth. This rapid growth also occurred at a time in which the fire department was poised to lose senior officers through retirement. The problem was that the city of Yuma did not have a comprehensive succession plan in place for the development of future leaders. The purpose of this Applied Research Project (ARP) was to recommend and develop a succession plan that would meet the needs of the department and its personnel. This was a descriptive Applied Research Project (ARP). The research questions were: 1. What does the city of Yuma's present succession plan consist of and what are its shortcomings? 2. What are the available Standards for Officer Development for Succession Planning? 3. What is occurring in other departments nationally regarding succession planning? 4. What do members of the Fire Department and its management seek in a succession plan? The procedures conducted to complete this ARP included a departmental survey to determine shortcomings of the Yuma Fire Department. A second survey of Executive Fire Officer participants was conducted in conjunction with research found at the National Fire Academy's Learning Resource Center to determine was is occurring nationally in regards to succession planning. A questionnaire was also submitted to Dr. Onieal, Superintendent of the National Fire Academy to provide more information on the Fire and Emergency Service Higher Education program under development at the time. The results showed that the city of Yuma Fire Department was still lacking in its succession planning, but was in line with what was occurring at the national level. The city of Yuma and departments nationally were having limited success with succession planning. Recommendations included the adoption of the FESHE model, and developing a comprehensive succession plan. The department should develop its leaders earlier in their careers and provide open communication in the department regarding its succession plan. The Yuma Fire Department should encourage and seek partnerships with local colleges, departments, and other training institutions in delivering programs. Finally, the department should become an advocate at the local, state, and federal levels of government in adopting the FESHE model nationally.
