Summary/abstract:
  • The author asked, "How can the Whistler Fire Rescue Service standardize the succession planning process within the organization?" The study provided positive change within the Whistler Fire Rescue Service culture by improving the capabilities of its future leaders through the development of a defined succession planning process. The study established open and honest debate between stakeholder groups in a process of self-examination, challenging status quo norms within the organization. The study used an action research process to examine qualitative data collected from regional and local sources. A focus group of participants from within the Whistler Fire Rescue Service examined and discussed the various findings obtained from documents provided by various fire departments from around the Province of British Columbia. One-on-one interviews were used to give personal voice to the project. Royal Roads University ethical standards were used to maintain participant privacy and confidentiality and to ensure research validity.

  • Las Vegas Fire and Rescue, as a dynamic and modern public service agency, had experienced a period of rapid growth in the last three years to meet its service demands. Many internal systems failed to keep pace with this growth, one of which was in the area of leadership planning. The problem addressed in this project was that the Department had no formalized succession plan for developing and selecting future chief officers from within the Department. The purpose of this research project was to evaluate the succession planning process and to develop a succession plan for consideration by management to meet future demands. This was an action research project, intended to lead to the development of a Departmental succession plan. The research questions were to determine the definition of succession planning, to identify any specific challenges the Department faced in succession planning, and to determine how a succession plan could enhance recruitment for executive leadership positions. The Chief of the department also expressed a specific need to develop a means for unplanned replacement of executive leadership personnel. The procedures included a review of practices and procedures used for succession planning, through literature review of public and private agencies as well as current business practices. An internal survey was conducted to assess the availability and desire of department personnel for promotion, and a historical review was conducted of previous testing efforts within the department, focusing on the position of Battalion Chief. Findings showed that there is limited desire among Department members to promote beyond the company officer level. Disincentives included issues related to pay, work schedule and disaffection among the rank and file with management. Recommendations based on the succession-planning outline include the development of personnel evaluative tools, a mentoring and coaching program, rebuilding of trust between the ranks and the need to enhance the pay differential between classified and appointive positions.

  • The purpose of this applied research paper was to review the history of succession planning within the Edmonton Emergency Response Department and compare this to the programs found in other emergency service and private organizations. Recommendations for developing a succession plan process were included. The problem was the Emergency Response Department (ERD) had a limited pool of qualified and competent personnel from which to select future internal management candidates. A combination of historical and descriptive research methodology was used to answer the following research questions: 1. What is succession planning? 2. What is ERD's succession plan and how did it evolve? 3. How typical is ERD's succession planning experience in the realm of emergency services? 4. What are the elements of good succession planning? 5. What processes should be used and why? A review of available fire service literature was conducted and determined to be helpful, but insufficient. A review of private sector succession planning led to the discovery of a large body of material which related to the research questions. The research findings were compared to the Edmonton experience which was found lacking in substance and quality. The results support the need for succession planning in the Emergency Response Department and the emergency service in general. The need for the development of comprehensive and well organized succession planning as a method of providing tomorrow's leaders was identified. The recommendations outline the steps necessary to create and implement an effective succession planning process.

  • The recent economic, social, and political conditions in the United States have caused many localities to re-evaluate the importance of their volunteer fire departments. Today's modern volunteer fire department is a multi-functional organization delivering a diverse combination of services. Although it has never been easy, the role of the volunteer fire service leader is now more demanding than ever before. The future successes of volunteer fire departments will depend on how well their leaders can exercise the qualities needed to provide for recruitment and retention of volunteers within their organizations. This study employed a descriptive research methodology. The research questions to be answered were: 1. What impact can leadership have on the recruitment and retention strategies of a volunteer fire department? 2. How can an effective volunteer leader use motivational opportunities to increase participation? 3. What type of training will help develop the necessary qualities and attitudes of a successful volunteer leader? A survey instrument was sent to one hundred and eighty fire service officers in Virginia and select graduates of the Volunteer Incentive Program, Administration and Leadership. This instrument was designed to examine and identify positive membership motivators, successful leadership qualities, areas of training that volunteer fire service leaders felt would help make them more effective, and recruitment and retention strategies that emergency response organizations are using. The findings of the research indicated that a narrow margin of the respondents felt that retention was more important than recruitment. The majority of officers are using a variety of recruitments and retention strategies, however, increased use of exit interviews and the need for succession planning was evident. Lastly, the top three areas that volunteer fire officers requested additional training were: human relations skills and volunteer recruitment and retention (tied for first), communication skills, and organizational skills. One recommendation based on the research was the development of leadership/management training opportunities for volunteer fire service leaders. These opportunities are essential to the survival of the volunteer fire service.

  • The need for successive planning for fire service officers was identified and analyzed for validity and correlation to critical skills felt essential to continued organizational success and survival. Due to lack of or incomplete successive planning, many fire service officers are ill prepared to assume higher roles when promoted. This research paper identified the most important components of an effective succession planning model critical to successful supervisors and organizations. The evaluative research method was used to answer the following questions: 1. Are there any national standards that address fire officer development? 2. What common dimensions are necessary to be an effective fire officer? 3. How do fire officers acquire these dimensions? 4. Are the existing fire officer development programs, if any, effective? 5. What are the critical components of an effective succession planning model? The procedures used were (a) literature review of existing work addressing the questions posed, (b) surveys of three classes of fire service leaders at the National Fire Academy, and (c) interviews with three senior fire service authorities. The results of this research are clearly represented in this author's evaluation of the charts and graphs developed from the survey instruments, opinions of the authorities interviewed, and the literature review. In the research, the author found numerous national, state, and local fire officer developmental programs exist with varying content and complexity. The research respondents considered leadership, judgement, decision making, oral communications, technical and interpersonal skills as the critical components of successful fire officers. In addition, little evidence of succession planning practices was found. Based on the findings of this research, this author concluded that few fire service organizations practice succession planning resulting in ill-prepared fire service members to assume officer positions. Recommendations were formed to assist organizations who recognize the need to develop a successive planning model.
