Summary/abstract:
  • As part of a disaster relief program to help Dominica recover from the devastation of Hurricane Hugo, A.I.D. provided fertilizers for the rehabilitation of banana plantings and other crops. The study was funded to assess the environmental impact of the fertilizers as well as of selected pesticides. The study found little evidence of fertilizer-related water quality programs. However, increased fertilizer use and expansion of cultivated acreage could lead to problems in the future. Specific recommendations are provided for developing a water quality monitoring program. The study also analyzed samples of potable water, surface water, river sediments, fish, and terrestrial wildlife for pesticide residues. Results indicate that pesticides are not concentrating in the environment, although pyrethroid insecticides, even if below the minimum detection level, could effect small aquatic organisms. More detailed monitoring should be carried out.

Notes:Hundreds of NY firefighters and municipal employees took disaster assignments with the Red Cross to go to Puerto Rico and help the Hurricane Hugo disaster victims. These volunteers, especially the firefighters, feel that they could be utilized more often by the Red Cross during major disasters. There is a new program DART (Disaster Assistance Response Team) in New York and now they are working on making this DART program work. Many problems have yet to be worked out. This program was developed by Cesar Rivera, a firefighter from the Bronx who was one of the volunteers involved in the Puerto Rico disaster recovery.

Summary/abstract:
  • Hurricane Hugo placed a monumental challenge on the City of Georgetown Fire Department and its personnel. The purpose of this study was to identify the procedures that were utilized to increase the residents awareness of fire hazards and to prevent a catastrophic fire. By discussing the procedures with those who are involved in the decision process, countless theories and future plans were identified. A summary of the recommendations provided within the document is as follows: 1- The Georgetown City Fire Department needs to establish a written Disaster Policy, and that this policy must be communicated to the personnel of the department. 2- The Georgetown City Fire Department needs to place more emphasis on its fire prevention program and explore the possibility of utilizing the Door-to-Door Blitz approach which utilized during Hurricane Hugo. 3- A telephone information center needs to be established within the city for better communications with the public during Disaster situations. In conclusion, Hurricane Hugo, devastating as it was, provided a very profitable testing ground for a successful fire prevention and general public information program under very extreme circumstances. It is hoped that within the confines of this report that some small bit of information can be obtained which will better allow you to operate during a Disaster, such as Hugo.
