  • Hurricane Andrew was the most expensive natural disaster in American history. Due to the massive devastation, President Bush declared a major disaster for three counties in Florida and assured local officials that Federal disaster assistance would be available. Palm Beach County Fire Rescue was one of the many agencies who responded to Dade County to assist in the disaster relief and recovery efforts. Within seven days, a total of 285 personnel and 19 pieces of apparatus were assigned to provide emergency services within Dade County. As the number of personnel and apparatus assigned to the mutual aid effort gradually increased, the management staff for Palm Beach County Fire Rescue started to document the financial impact of providing this assistance in order to apply for reimbursement from the Federal Emergency Management Agency (FEMA). The problem Palm Beach County Fire Rescue encountered was that little, if any, information was available to assist the Executive Fire Officer in completing and submitting the required documentation for FEMA reimbursement. Organizationally, the lack of information relative to the FEMA reimbursement process ultimately resulted in a reduction of requested funds and a delay in the submission process. The purpose of this applied research project was to identify the types of Federal disaster funding available and determine the correct process to apply for FEMA reimbursement.

  • In terms of property and dollar loss, Hurricane Andrew was the greatest natural disaster in the history of the United States. The impact on the fire-rescue service and its ability to provide assistance was dramatic. During the first 24 hours following the storm resources were overwhelmed by the needs of the survivors and communications and assistance from outside the most affected area was virtually nonexistent. This paper addresses the impact to fire-rescue services in terms of leadership tasks and aspects. Vision and goals, management, politics, feedback and leadership environment are all examined in the context of the impact of Hurricane Andrew. What failed to work and what efforts are being taken to improve the results in future incidents of this magnitude.

  • On Sunday, August 24, 1992, Hurricane Andrew hit just south of Miami Florida. For three hours, 140-160 mile per hour winds assaulted the South Miami/Homestead area. Andrew left a path of death and destruction. The hardest hit area was a 600 square mile portion of South Dade County. The Metropolitan Dade (Metro Dade) County Fire Rescue provided fire and EMS services for that area. Metro Dade's Chief David Paulison recognized the need for stress support for his personnel and asked Critical Incident Stress Debriefers of Florida (CISD of Florida) to provide Critical Incident Stress Management (CISM). This descriptive research project had two purposes: first, could CISM function within Metro Dade's Incident Command System? Second, was CISM effective in providing stress support services during the disaster response?

  • On August 24, 1992, Hurricane Andrew, a Category 4 hurricane, struck the Turkey Point Electrical Generating Station with sustained winds of 145 mph (233 km/h). This is the report of the team that the U. S. Nuclear Regulatory Commission (NRC) and the Institute of Nuclear Power Operations (INPO) jointly sponsored (1) to review the damage that the hurricane caused the nuclear units and the utility's actions to prepare for the storm and recover from it, and (2) to compile lessons that might benefit other nuclear reactor facilities.

Summary/abstract:
  • Hurricane Andrew, which struck South Dade County, Florida on the morning of 24 August 1992, was the "worst natural disaster ever to hit the United States..." The capabilities of the local and state governments to respond to the disaster were quickly overwhelmed and federal assistance was requested. Due to the scope of the disaster massive Department of Defense (DOD) support was required. This paper reviews the history of Federal disaster relief legislation and DOD's role in domestic disaster support. It reviews the Federal Response Plan with emphasis on Emergency Support Function 8 (Health and Medical). The study also addresses the Army Medical Department's role in the Hurricane Andrew operations and closes with a review of the medically related Joint Uniform Lessons Learned and the current status of actions to address those Lessons Learned.
