Summary/abstract:
This study was performed to determine: (1) what management problems existed in natural disaster shelters and (2) the excellence of the natural disaster shelter situation as a source of information relevant to fallout shelter management. Results of the study indicated that although many of the functions of a fallout shelter were performed in a natural disaster shelter, some critical ones were not. Furthermore, the environment in which these functions were performed was in no way similar to what would be expected of a fallout shelter situation. Some management problems were abstracted from the natural disaster shelter setting.

Summary/abstract:
This report analyzes EDA's activities in the relief effort following Hurricane Agnes and gives recommendations for guidelines in future disaster efforts. Program analysis personnel made preliminary field trips to enable them to draw up an action plan for the evaluation. Interviews were conducted with all EDA field personnel, representatives of Federal, state, and local agencies, applicants and their representatives. The report found that EDA provided assistance of the type not available from other sources, especially with an emphasis on rebuilding facilities better rather than just restoring them.

Summary/abstract:
The predicted movement of Hurricane Agnes as it approached the Florida coast was excellent. While the winds were over-forecast, the problem was compounded by the news media which emphasized the higher gust figures as the predominant storm wind. This caused some adverse public reaction, but generally public reaction and response were good. Affected were the James River Basin, the Potomac River Basin, the Schuylkill River Basin, the Genesee River Basin, the Susquehanna River Basin, and the Upper Ohio (Allegheny-Monongahela) Basin.

Summary/abstract:
Hurricane Agnes, which battered the eastern seaboard of the United States for four days in June 1972, was an unruly storm which put to severe test the capabilities and skills of the Nation's weather and flood warning system. When it was finally over, a new record of damage stood: $3.5 billion in property destruction. There were 118 deaths. The national warning system is not geared--and could not be--to exceptional storms, like Agnes.
