Summary/abstract:
  • The result of this research was a proposed title An Inspection and Prevention Program for Multi-Family Dwellings. The goal of the program was for engine companies, staffed with appropriately trained firefighters, to conduct life-safety code inspections of existing multi-family residential dwellings, including voluntary inspection of individual units. The life-safety code inspections were combined with risk-awareness and prevention education targeted at the occupants as well as pre-fire planning of the structure. The program consisted of recommendations, administrative regulations, standard operating guides, proposed town ordinances, background material, benchmarks, a request for an interpretation of the life-safety code from the New Hampshire Fire Marshall's Office, and a budget. It was developed in response to the problem that the Derry Fire Department does not have sufficient, trained, fire inspection resources to perform legally allowed life safety code inspections of multi-family residential structures in the Town of Derry. The purpose of this research project was: using action research, to make recommendations on a standardized process for life-safety code inspections, and fire prevention in multi-family dwellings. Four research questions were used: 1. Under New Hampshire laws, rules, and local codes, what are the Derry Fire Department's legal obligations in regards to inspection of multi-family residential dwellings? 2. Currently, what process is the Derry Fire Department using to inspect multi-family residential dwellings? 3. Using available literature, determine what processes or experiences other agencies have in regards to inspecting and improving life safety in multi-family dwellings? 4. What processes are other New Hampshire Fire Departments, of similar size to Derry, using to inspect and improve life safety in multi-family dwellings? The procedures used to answer those questions were, literature review, internet search, evaluation of Derry Fire Department documents, personal interviews, phone interviews, and a telephone survey. The results of the research are contained in Appendix H.
