| Summary/abstract: | - The City of Nashua had agreed to utilize a team approach to conducting fire investigation. The problem was, a proposal to create a joint fire/police Fire Investigation Response Team (FIRT) in Nashua, NH had not been developed. The purpose of this research was to develop a proposal for a joint fire/police FIRT in Nashua, New Hampshire. Action research methodology was used to answer the following research questions: How should a joint FIRT in Nashua, NH be structured, funded, and operate? Who should be members of a joint FIRT in Nashua, NH? What effect will a joint FIRT in Nashua, NH have on clearing cases? The author researched statutory & governmental publications, recognized training manuals, journal articles, relevant Supreme Court decisions, and on-line sources. In addition, a survey (Appendix C) of 47 organizations to gather information about other organization's structure, operation, and effectiveness regarding their fire investigation efforts was conducted. Three
organizations were selected based on their current structure and utilization of the team concept. Interviews were conducted of key figures in these organizations as well as the head of Criminal Investigations for Nashua Police. The results of this research indicate the fire chief has primary responsibility to investigate fire origin and cause with the police department and state fire marshal as statutorily required participants. Research further indicates no need for additional funding. Operation of the team includes clearly defined goals and roles. There is clear indication operating in a team concept increases success in case closure and prosecution. Based on the results of this research the following are recommended: 1. The participants named adopt the Memorandum of Understanding (Appendix B). 2. The Nashua Police and Fire Rescue Departments adopt the Proposal to form a joint Fire Investigation Response Team (FIRT) (Appendix A).
